The RACP handbook, prepared by the Pennsylvania Office of the Budget, provides Grantees with the basic program eligibility, application and compliance requirement information. However, the details associated with the compliance requirements and related reporting issues with articles such as the
PA Prevailing Wage Act, the Steel Products Procurement Act, bid solicitation, match funding eligibility and interaction with other State and Federal funding requirements often can be significant stumbling blocks. Losses of funding, ineligibility of project components, increased costs and construction delays can result when these requirements are not fully understood.
